The unlimited number of ATM withdrawals does not apply to ATMs subject to an extra fee charged by the ATM operator. Usually, these are ATMs of non-banking institutions and the extra fee is usually explicitly mentioned to the cardholder on the ATM display to approve it in order to proceed with the withdrawal.
